Kathleen Mastagni Storm is a partner with Mastagni Holstedt, APC. Kathleen’s practice focuses on public and private union organizing, unfair labor practice litigation, collective bargaining and contract enforcement.  Kathleen practices in state and federal court and does appellate work.

Her areas of expertise include representing public safety officers in administrative disciplinary matters as well as in critical incidents, such as a death in law enforcement custody and the use of deadly force.

Kathleen’s practice also includes drafting, consulting and testifying on state and local legislation, internal union governance, arbitration, mediation and training labor leaders. 


Kathleen serves as general counsel to a large number of labor unions throughout the state. She provides advice on all aspects of running a corporation, member representation and contract negotiations.

Kathleen is also a mother of four. Her oldest daughter attends SFHS and is class of 2028. In her spare time, she enjoys breeding sport horses with her family and competing in show jumping. She also enjoys cooking and reading.
